Local Development in Colombia

February, 2012. For the year 2012, Colombia plans to continue the work it has initiated using the MAF in territories throughout the country. Colombia has applied the MAF, along with the World Food Programme and the Ministry of Social Protection, in three departments in Caribe Colombiano with a focus on food and nutrition security. In addition, the MAF is being adapted to Colombia’s extreme poverty reduction strategy, RED UNIDOS, in order to improve the attention received by programme beneficiaries and to strengthen links between the Country Office and the Social Protection Administration Department. Within the municipalities of Nariño and Santander, acceleration solutions connected with local government and partner organizations, as well as UNDP and UN Women, are set to be implemented with the support of UNDP’s Bureau of Policy Development and Regional Service Centre for LAC. Overall, the MAF continues to been an important tool for engaging diverse sectors in development, especially the private sector, which has played a vital role in mobilizing funding resources to carry out the process. |

Diciembre, 2011. In December, UNDP Colombia will publish the results of the application of the MAF in 60 municipalities across the country. This series of 10 publications reflects on the experiences of implementing the MAF at the subnational level through exercises with broad participation from local governments, civil society and the private sector. This process was financed by UNDP with support from businesses in the energy sector and has helped to promote local-level agreements, mobilize resources to implement the identified acceleration solutions and put the MDGs at the top of the local public agenda. The complete series will be available on the MDG Site of UNDP Colombia in December.

Septiembre, 2011. In 2011, Colombia´s MAF has been further developed at municipal levels given that they face the greatest challenges to achieve the MDGs, and they have the greatest necessity to develop local capacity for institutional management and coordination. To foster the achievement of the MDGs, UNDP has managed contracts with companies from the energy sector in order to develop MAF exercises in 60 municipalities around the country. In these exercises, the work has been done with local governments and other stakeholders to: prioritize one MDG in each municipality, identify bottlenecks and propose solutions. To date, the implementation of the MAF in Colombia has fostered processes of assessment, planning and coordination at the local level around the MDGs. |

Maternal Mortality in Peru

February, 2012. Work around the MAF on MDG 5 in Cusco has accelerated since late December 2011. Cusco’s Regional Government appointed a team of local government specialists that will serve as a consultative group for actions aimed at improving maternal health. Simultaneously, a team of high-level consultants was hired by the UN system in close consultation with regional authorities to analyse bottlenecks and quick-win interventions in light of the MAF methodology. Field work in the city of Cusco, the Andean province of Paucartambo, and the jungle province of La Convención revealed specific bottlenecks related to human resources management; efficiency of the referral and counter-referral system; existence and quality (or lack thereof) of appropriate equipment in health centers; and cultural factors. A workshop co-organized by Cusco’s Regional Government and the UN will take place on February 16th to discuss findings and agree on the bottlenecks to be prioritized. |

Diciembre, 2011. Although maternal mortality rates in Peru have shown recent declines, there is still a high incidence of maternal mortality, one of the lagging MDGs in the country. In some parts of the country, like the department of Cusco, the progress in this area is being reviewed. The UNS in Peru and Cusco's Regional Government have proposed to apply the MAF at the local level by working jointly with local officials and other relevant stakeholders on solutions to bottlenecks that could allow for advancement towards MDG 5. As part of the first steps in applying this tool, the first UNDP-funded MAF workshop was held in the city of Cusco on November 24th to lay the grounds for the next steps towards the Action Plan for MDG 5.

Employment in Costa Rica

January, 2012. In January 2012, the Costa Rica UN Country Team held the third MAF workshop to validate the MDG acceleration solutions defined in 2011 and to build an Action Plan towards the acceleration of Target 1.B “Achieve full and productive employment and decent work for all, including women and young people”, focusing on employment access for people with disabilities. Three areas of intervention have been identified: (1) job creation; (2) capacity development and education; and (3) labor intermediation. In view of implementing the Action Plan, two new stakeholders, the private sector and the Ministry of Economy, will be included in the interagency work alliance that is currently made up of UNDP, the ILO, and Costa Rica’s Ministry of Labor and Social Security. With the input of these stakeholders and the ongoing consultations with and active participation by representatives of civil society organizations, the MAF process will move forward with an upcoming workshop in which the final interventions will be agreed upon and prioritized. |

Diciembre, 2011. The MAF Strategy in Costa Rica is oriented to the acceleration of Target 1.B, "Achieve full and productive employment and decent work for all, including women and young people." Specifically, the efforts are focusing on the promotion of decent work among youth with disabilities, whose unemployment rates are higher than the national average. From the Resident Coordinator's office an interagency work alliance was formed between UNDP, the ILO, and Costa Rica's Ministry of Labor and Social Security with the purpose of helping this vulnerable population group. A highly participative UNDP-funded workshop took place in November (with governmental institutions, academics, NGOs, and the private sector) to identify the main bottlenecks that prevent an increase in employment rates among youth with disabilities in the country. Currently, the national working group on MAF is going through consultations to formulate specific actions that will be presented at the end of the year.

Water Board Legislation in Belize

Diciembre, 2011. As part of the implementation of the MAF, the Ministry of Labour, Local Government and Rural Development (MLLGRD) in partnership with the National Association of Village Councils (NAVCO) and UNDP Belize conducted national consultations to revise and strengthen Water Board legislation. Several rounds of meetings were held at the community level where the primary focus was to gather feedback from rural women and men on the proposed changes to the current Village Councils Act and to explain how these changes affect Water Boards. A very important point brought forward by stakeholders was the fact that the issues of sanitation and water quality are not specifically addressed in the proposed amendments. The legislative amendments will be sent to the National Cabinet for approval later this year. For more information click here.

Septiembre, 2011. UNDP Belize was successful in its Water Governance project submission to the Democratic Governance Thematic Trust Fund and this funding has propelled the MAF into action. Currently the country is implementing interventions aimed at responding to some of the governance bottlenecks previously identified. The W&S MAF has become one of the primary framework adopted by the Ministry of Labor Local Government and Rural Development to respond to water and sanitation issues in the two districts where progress for this MDG indicator is slowest; it is now being used to inform national development planning in the water and sanitation sector including country level action for climate change mitigation. In May 2011, UNDP Belize in collaboration with the Ministry of Economic Development and the University of Belize collaborated with the Gender Unit for the implementation of the Gender and Economic Policy Management as the foundation for the development of a MDG 3 MAF. The Gender Equality and Women's Empowerment MAF is expected to be completed in September 2011. |

Child and Maternal Health in El Salvador

February, 2012. The El Salvador UNCT continues their work in the MAF process towards accelerating MDGs 4 and 5, improving child and maternal health. Most recently, the Terms of Reference and work plans for local consultants have been updated and approved. These consultancies are set to take place from March to May of this year as the MAF process moves forward. In addition, the set of indicators to measure progress towards MDGs 4 and 5 in the context of El Salvador have been identified: neonatal mortality, maternal mortality, and the percentage of women receiving prenatal care will serve as the major indicators throughout the upcoming MAF project. |

Diciembre, 2011. The MAF process in El Salvador has been centered on identifying and resolving bottlenecks related to MDG 4 and 5 in the provinces of Morazán, Sonsonate and Ahuachapán; it is being framed within the objectives of the Five-Year Development Plan 2010-2015 and the UN Development Assistance Frameworks 2007-2011 and 2012-2015. The MAF seeks to complement public policies, such as the Strategic Plan for Perinatal and Neonatal Maternal Mortality Reduction, the National Policy on Food Security and Nutrition, and the Law of Integrated Childhood and Adolescence Protection. The MAF working group is lead by PAHO, with participation by UNDP, UNFPA and UNICEF. The process is being carried out in coordination with national institutions, lead by the Ministry of Health. The MAF process is expected to produce a consensual proposal that will prioritize the most effective interventions so that the country can reach the Strategic Plan's goals.

Septiembre, 2011. In coordination with the Ministry of Health, the UNCT in El Salvador will be applying the MAF methodology throughout the second half of 2011. It will be carried out under the leadership of PAHO and UNICEF, with a technical team with experts from the Ministry of Health, UNICEF, UNFPA, UNDP and PAHO. The MAF in El Salvador will aim at identifying bottlenecks to reduce maternal, perinatal and infant mortality, and to improve access to integral reproductive health services. An initial analysis and feasibility study will be carried out to identify potential bottlenecks in the 2 departments with the highest maternal and infant mortality rates. These departments were also identified on the basis of their accessibility, policy priority, absolute number of maternal and infant deaths, and potential for infrastructural improvement. An action plan will be then developed, in consensus with the main actors, to lay down the roadmap and advance towards the achievement of MDGs 4 and 5 nationally. |

Venezuela and the MAF

Diciembre, 2011. At the end of October, representatives from the LAC Regional Service Centre participated in two meetings about the MDG Acceleration Framework. The first session was held with a team from Banco del Pueblo Soberano, an institution that has been working on locally-based microcredit programmes as part of a joint collaboration with UNDP to advance Local Human Development and MDG projects. Another session was held to discuss the MAF with the Venezuela UN Country Team, to complement existing work on MDGs as the 2015 deadline gets closer. |

The UNDP Asia-Pacific Regional Centre (APRC) and the Bureau for Development Policy-Poverty Group (BDP-PG) organized a Regional Workshop on the MAF, Strategies and Good Practices: Towards Inclusive and Sustainable Development, held in Bangkok, in October of this year. Experiences on the MAF from the LAC region at both national and subnational levels were shared during the event by participants from the LAC Regional Service Centre. Commitment to Accelerate Progress on the MDGs – GA Side Event (Septiembre, 2011)

All Member States delegations, representatives from international organizations, civil society, private sector and the press were invited to participate in this event on September 21, 2011, which aimed at strengthening political momentum to achieve MDGs by 2015. The outcomes of the 2010 MDGs Summit and the Tokyo MDGs Follow-up Meeting were highlighted, and successful examples of progress made on the ground were presented by governments, international organizations and civil society. This event organized by the World Bank, UNDP and UNICEF, and counted with distinguished guest speakers like Mr. Koichiro Gemba (Minister for Foreign Affairs of Japan), Ms. Asha-Rose Migiro (Deputy Secretary-General of the UN), Ms. Helen Clark (Administrator of UNDP) and Mr. Anthony Lake (Executive Director of UNICEF). Ms. Clark stated that currently 14 countries, inclufing Colombia, from our region, are applying the MDG Acceleration Framework. See more information here. |

MAF Training in Latin America and the Caribbean (Julio, 2011)

On July 21-22, a two-day training on the MDG Acceleration Framework (MAF) was organized by UNDP Regional Service Center in Panama with BDP support. This training counted with the participation of 45 people coming from 12 UNDP Country Offices, 4 UN Coordination Offices, 6 UN actors (agencies, funds, programmes and the regional commission) with a regional and national base, 8 participants from the different teams belonging to UNDP's Regional Centre, and 4 members of BDP. This training was enriched by the presentations of the two MAF pilot countries that have started applying the instrument last year (i.e. Colombia and Belize), and by the intervention of countries where similar efforts are being made to accelerate the MDGs. Acceleration at the Top of the MDG Agenda (Julio, 2011)

In July, the UN Secretary General released the "Accelerating progress towards the Millennium Development Goals: Options for sustained and inclusive growth and issues for advancing the United Nations development agenda beyond 2015". At the request of the Member States, this document explores successful experiences in fostering sustained and inclusive economic growth as part of a strategy to achieve the MDGs. It further stresses the need to step up efforts to meet commitments in strengthening the global partnership for development (Goal 8) and properly follow up on agreements at the 2010 High-level Plenary Meeting of the General Assembly on the MDGs. The MAF in Tokyo 2011 (Junio, 2011)

An MDG Follow-up meeting held in Tokyo, Japan, from June 2-3, 2011. The meeting was organized by the Government of Japan as a follow up to 2010 MDG Summit and its Outcome document, in collaboration with the World Bank, UNICEF, and UNDP. The meeting, which included an intervention by the UN Secretary General, gathered high representation from various countries at the Ministerial level, including that of Colombia, which illustrated among other things its advance with the application of the MAF. MDG Acceleration at the Top of the Development Agenda (Junio, 2011)

On 13 June 2011 at the Annual Session of the Executive Board of UNDP/UNFPA in New York, UNDP´s Administrator Helen Clark spoke widely about MDGs and about the MAF insisting on how critical it is to focus on supporting more countries to meet more MDG targets by 2015. Ms. Clark announced a shift in programming focus, which is evolving beyond MDG planning and monitoring to encompass MDG acceleration and implementation. In her address, she also mentioned the MDG Achievement Fund, financed by Spain, which last year supported up to 128 active joint UNCT programmes to spur MDG progress in 49 countries and of UNDP/UNCDF joint programmes on local development and microfinance in LDCs which underpin MDG acceleration. The MAF and the UNDAF Rollouts (Abril, 2011)

In April 11, 2011, four UNCTs participated in the first regional workshop for the LAC region, to prepare their new UNDAFs for the upcoming programming cycle. UNCTs from Bolivia, Costa Rica, Cuba, and Nicaragua, headed by their Resident Coordinators, engaged in a series of discussions that led to valuable input for their UNDAF strategy. Among these activities was a MAF presentation which illustrated how the MAF can complement UNDAFs to accelerate the path towards MDG achievement by 2015. National and regional representatives from several agencies like UNDP, UNICEF, UNFPA, PAHO, UNESCO, FAO, WFP, RCO, IOM, OPS, ILO, OCHA, UNWOMEN also participated in this event. |

The Integration of the MAF into the UNDAF Process (Marzo, 2011)

As the MDG Acceleration Framework gets UNDG validation and endorsement, its integration into the configuration and implementation of the United Nations Development Assistance Framework (UNDAF) has become increasingly important. While the a MAF can be undertaken independently of the UNDAF process and the UNDAFs considers many other priorities besides IADG and MDGs, the UNDAF outcomes reflect national priorities, allowing the MAF to fit in one of them; the execution of the MAF can be in itself an UNDAF output. At the same time, the way an UNDAF´s Results Matrix/Action Plan complements and supports the MAF´s Action Plan is through its cross-cutting Joint Programming. |

The MDG Acceleration Framework Goes UNDG (Febrero, 2011)

Pursuant to the recommendation of the UNDG Meeting held on 6 October 2010, the MDG Acceleration Framework was submitted and received electronic endorsement as a living document by the UN agencies in December 2010. This Advanced Version of the MAF and Toolkit released on February 2011, benefited from the guidance and technical expertise provided through the members of the UNDG MDG Task Force during 2010. UN member agencies of the Task Force include FAO, ILO, OHCHR, UNAIDS, UNDESA, UNDP, UNEP, UNESCO, UNCHR, UNFPA, UNICEF, UNIDO, UNIFEM, WFP, UN Regional Commissions, as well as the Millennium Campaign, the Office of the Secretary-General and DOCO. Observer members include the World Bank and the UN Non-Governmental Liaison Service (UN-NGLS). |

At the end of last year, UNDP´s Bureau of Development Policy, together with a few UNDP Country Offices, finalized an informative video on the MDG Acceleration Framework. The video illustrates the acceleration strategies that 10 pilot countries in the world have undertaken to achieve the MDGs. It features footage from projects directed to the agriculture sector in Tanzania, specifically on food and nutrition security issues, and from Colombia´s local development programme CEMPRENDE, which offers training to help the poor move beyond low skill jobs. UNDP Administrator Promotes the MAF (Enero, 2011)

In her address to the Executive Board in January 2011, UNDP Administrator Helen Clark acknowledged the MDG Summit in September 2010 had concluded with a unanimous call to accelerate progress towards the Goals. She specifically mentioned the MDG Acceleration Framework developed by UNDP to assist governments and other partners to identify the obstacles preventing MDG progress, the solutions to overcome them, and an action plan to speed up progress. Ms. Clark stated that the results from the collaboration with governments and UN Agencies in ten countries to pilot the Framework, suggest that the MAF is effective in supporting programme countries to prioritize what works, and turn strategies into action.
